タイ在住の日本人Ham が私のXW2Aの運用に対してDXCCへ送付した

このhp　は8年前(2000年））にも公開したが、外国での正しい運用とは何か？

免許は何処からもらうのか？　それは郵政省の免許だけで済むのか？
無線機材の輸入は許可が要るのか？　ANTは自由に設置して良いのか？

DXCCは常にドキュメントを要求するが、ある特定の人には免許状がなくても運用を認めるのか？

そして他人の運用が違法運用と疑うに足りると信じた場合、
その運用にイチャモンをつけるにはどんな証拠で何を証明する必用があるか？


読んでいくと、それらが分かる、記録である。

A5で税金で政府から派遣された大物アマチュア無線家が免許剥奪が伝えられる時代である。
民間人の運用もそれなりに注意が必要と考えて、あえてここに再度公開するものである。

I don't care protest coming for my operation and my QSL OK or not
for ARRL DXCC credit, because i am not a member of DXCC. and DXCC rule is your ARRL company rule not my rule and not of XW law too.
XW2A QSL card credit for DXCC or not,that judgment is in you hand. You can do that own your rule. It is not my question and my job. But I don't understand, I never apply to DXCC with my XW operating yet, but Why pretest coming first than my applying to DXCC ??

Who sent a note of protest to you ? and what kind reason he has ? I don' understand his target for doing, If he believed XW2A is illegal station, In this case he must sen report to X PTT or XW police first.

I say again to you, i never apply for XW2A operation doucuments for
DXCC yet, so we have no relationship for DXCC job, so that this is not your job and i wil answer to protester directry by my self, Would you send copy that note a note ofprotester.

If you have suspition about XW2A license, I think it is better asking to
directly to XW PTT. Because as youw know as well, some Super DXer
made false license made by him self and he send (brimg) to ARRL, so that it is no meaningto asking to suspecter self.

OK, I have one request to you. Do you have already PTT license copy of XW8KPL/CSN ,XW1UD and XW8INH. (i don't need any license copy of KPL).

Today (14 FEB), we have lunch meeting about XW license system with
MR.PHIMMACHANH/PTTof XW, Andy/G4ZVJ and me, We have no protest fr PTT about XW2A operations (That a same situation of P5 license that you answered to JA-CQ magazine ) Andy had received all of copy of documents about XW license and others that you want to see, if you need it, you should contact with him after his African trip.* Attached evidence 3 photos. The protester is a JA who seems to be living or working in HS. He claims to have checked with the KPL, who says you have no license. I doubt that, bu with a protest, I have no choice but to request a copy of your license in order to allow DXCC credit.

While it is true that you are not a DXCC member, it is also true that some operations must be approved for DXCC credit. If the XW2A cards are no approved for credit, those who receive them will be upset with you, not withme. If you have a license, the simplest thing to do is to provide me a copy (.jpeg is OK). That will make everyone happy.
I do have a copy of a license for XW1UD. I will try to get it scanned in
Monday so that you might have it translated for me, if you would be so
kind.

I don't know you request to me PTT license but this JA /HS protester asking to
KPL . Why ? KPL is not licensers office of Laos Amateur radio. KPL license
paper is like a members card, If you want to operating from KPL shack, you need
KPL operating permit paper (Mr. Inh said, it is license ) with payment big money
to Mr. Inh. I don't want to operating from XW8KPL so that i applyed to my
license to PTT and MIC. so that Yes I have no KPL license because i don't need
it , becaus i have my shack on this time.

If JA /HS protester say [ In all of Amateur radio need KPL license for QRV in Laos ]
I need what kind law said about it in Lao.
That is just like a man Mr. XX1X visiting USA and he want to QRV from W1AW
station, In this case he need station master W1AW permit (license) and W1AW
Mr,** will issuing license by money.
And please say to JA /HS protester [ Please send your criminal report to Laos
police and PTT first , If i am not ture, i will arrested like a JH1AJT story.

I don't worry about it, because i don't need any credit of DXCC, i am only
enjoying pilup and traveling that is my ham radio style. and i am believeing
i am on true way.

G4ZVJ will do that to get credit for his operating.

Please see back your story, You said PTT license important, Yes i think so, so
Please say to JA /HS protester [ You check PTT license first !] and you must
check PTT license of XW8KPL, XW8KPL/DF8AN,XW8KPL/CSN,XW8INH,XW1UD. Do you have
threes PTT license in your fail already ?

Are you saying good bye to ARRL end of this MAR ?

Well I will send last email to you about XW2A, You said to me in
your email, You have JA/HS Protestant email or Air mail and you
stooped XW2A credit for DXCC.
Is it only one Protester coming to DXCC desk ?
What kind evidence did he send to you ? Is it KPL documents or other Ministry of Laos
? Or only story by telephone no attached paper documents ?
In this case, I will understand, DXCC credit will stop only one
protester with out paper documents . Is that DXCC desk or DXAC rule ?

Few years a go. I heard story from Mr.Hayshi/JA1UT ” He send a
note of protester to
ARRL about Mr. Romeo operated XY0RR.? He asked PTT of XZ and XZ
PTT answered to him “XZ PTT was never issued any Amateur radio
license to him.” Is it JA1UT story true or not ? Because XY0RR
was credited already.
You said to me, until a PTT license coming to DXCC desk, you never
credit my XW2A QSL. So that in case of XY0RR, Did you see license
issued by XZ PTT? When you was in XZ Pedi with JA1BK/OH2BH did you
found his license in XZ-PTTT like as your License ? andalso XY0RR
documents in DXCC desk file already ? And also same question, Did
you get a copy of PTT license of P51BH? You said you need PTT
license for DXCC, I know that is true and I understand but I had
read JA-CQ magazine, DXCC desk augury for P51BH operation but you
never said clearly [DXCC desk already received P51BH perfect license
of North Korea PTT ]. Did you get PTT license already ? Can I
see it ? If I can do that , I will send copy of my license.

Copies of licenses are not sent to third parties. The only reason I sent
you
a JPEG of the possible XW1UD license is so that you could get a translation.

There was a license from XY0RR. It was, as we found later, a forgery. I
knew that this was likely, however I was not here at the time.

There was an authorization for P5/OH2AM. Not a license, as licenses are
usually issued where there are laws and rules in effect, but an
authorization to transmit, limited in time and scope. P51BH also has
authorization, and we have copies as well. Those copies would never be
released to a third party, just as copies of your licenses are never
released to a third party. I did discuss the matter of P5/OH2AM with a
North
Korean official ( a real one, not Zorro's puppet from an unofficial agency
in Tokyo)in 1995 in Beijing. The operation was authorized.

One protester is enough to call for documentation. If we receive
documentation, that is usually the end of it. Most people not only are
happy
to provide it, but most actually send it before we ask. However, if we ask
for documentation and do not receive it, the operation is not accepted
until
we do receive documentation. That's a rule. All of the other operations you
mentioned did submit documentation, although the XY0RR documents were
forged. Due to the transition from paper records to computer records, it
was
not possible to find all XY0RR contacts, so we were forced by our own
technology to allow that operation to stand. However, all operations since
can be identified, and are removed if necessary.

The simple thing to do is send a copy of your license by JPEG. The
protester
does not get a copy, but the protester does lose his credibility with us.
If
he should ask the question, all the response he gets from us is that we do
have an authorization on file, and we have no problem.

Today is my last day, although e-mail directed here will be received and
answered. It's nice to have met you, perhaps in our travels we will see
each
other again.

Ok I understand you can't send copy of PTT license to me. Only one
request. Please give me only number and date of XW PTT.

You said PTT license is important for DXCC credit and also
Mr.Inh(MGR of XW8KPL) said too, I think so too.

Did you given a credit for XW8INH,XW8KPL/CSN,XW1UD,XW8KPL/DF8AN. In
there case, You had received copy of XW PTT(MCTPC) license already,
so that Do you tel me only MPT License reference number and
issuing date, In my XW2A case MCTPC No 298 Date: 04 FEB. 2000.


As you know as well Japanese PTT had cancelled Yasuo Miyazawa
exJH1AJT 2nd class Amateur operating License on this FEB 2000, and
last year DEC Jaoanese judge court judgment is 2 year in prison to
him.

You had already DXCC credit for him JH1AJT/OJ0. In this case his QSL
still keep credit for DXCC.

and He had operated KG6SL (N.Mariana ) but his license can not
operating any HF band. if he used reciprocal license system
JA-W(KH0). But he said he get special license. Do you know about it
or not ? and Is his QSL card OK for DXCC credit ?

I have same questions about my operation XW2A too. But I don't know [There are other station had operated from XW (XY) already. Why you need documents for my QRV?].

 

In case of XY, MPT never issued Amatuer radio license in official, XY radio permission arengment via MHT Ministroy of HOtel and Turisum. and invitation VISA too) So I asked to DXCC, If you need documents, I will ask to XY MPT, so please send me sample copy of P5 license of OH2BH(in case of his operation from P5 is OK for DXCC),  If you show me it, after taht I will request same license form paper to MPT of XY and I will send it for DXCC desk.

 

But DXCC never send me any copy  over 5 years! Why ?? I have nothing to do.
